課程概述

兒童/少年虐待到底只是家庭悲劇的特例,亦或是反映這個悲情社會的冰山一角?這個現象的界定、成因及影響都與當下的社經脈絡環環相扣,也直接挑戰家庭福利網絡的有無。對照歐美經驗,我們將檢視台灣的兒童保護運動發展,由政策立法、實務現況討論中,使學生能由台灣的社會脈絡中理解此現象,並透過教學影片放映、案例討論、及分組作業熟悉其中涉及的議題。
主要議題涉及:童年及社經脈絡中的孩童虐待、孩童及親權的平衡、什麼是/算孩童虐待、歸因/數量及後遺症、兒童保護運動轉折、兒少保通報及相關立法、目睹孩童/兒虐與婚暴、性虐待/亂倫/孩童證詞議題、保護服務(高風險/維繫/重聚/追輔/寄養/領養)、原生家庭的參與、社區預防方案/文化敏感實務操作:調查、研判及處遇(案例討論)、專業人員角色/訓練及人身安全。
 

課程目標
學生能由台灣的社會文化脈絡中理解兒童虐待及疏忽此現象的成因及對個人/社會的影響,並熟悉其中涉及的政策及實務議題,以備未來服務有孩童之家庭。 
課程要求
評估方式
每堂課將有中英文期刊及書籍、講義資料,學生應事先閱讀以利討論。課堂參與佔20%,平常作業佔30%,期末分組作業佔50%。

Study on Child Maltreatment
Teaching Goals and Content
Has child maltreatment been an exception of family tragedy or just an iceberg above the
water? The definition, causes, and effects of the phenomena are not only highly correlated
with the socio-economic context, but also challenge the existing family welfare networks.
Taking American experiences as a framework, we will examine the child protection movement
in Taiwan. Through discussion of legislations, field practice, the students will understand the
phenomena in Taiwan context. Issues will be addressed through educational film, case
discussion, and group assignment.
The following issues will be addressed: the balance between child and parents’ right,
childhood and the historical context of child abuse, what is child maltreatment/its causes and
consequences, its historical development, reporting law and central registry, witness child/
combined domestic violence, sexual abuse/incest/child witness, protection services, biological
family involvement, community prevention and sensitivity practices: investigation, assessment
and treatment (case conferences), roles/in-service training/safety of CP workers.
Evaluation Criteria
The students are expected to read the materials before the class in order to participate actively
in the class discussion.
class participation: 20%, small assignments: 30%, group project:50%
